In alignment with the vision of the Prevention and Safety Authority to achieve a Zero Harm Environment, the 24/7 Fire Early Warning System "AMAN" was launched in 2019. This system aims to protect lives and property in the Emirate of Sharjah from fire risks by establishing a secure and reliable connection between building fire protection systems and the centrally monitored station, which operates 24/7.
The "AMAN" early warning system is compatible with various systems and applications used in fire alarm systems in commercial buildings. It significantly enhances monitoring and rapid detection when any fire alarm or fault signal is received at the central monitoring station. This, in turn, reduces response time and accelerates intervention and firefighting by the Sharjah Civil Defence Authority vehicles, thereby minimizing human and material losses.
At the beginning of 2023, an updated platform for the Prevention and Safety Authority's services was launched, facilitating services for clients by making all requests entirely electronic. It consolidates all Authority services, including the 24/7 Fire Early Warning System "AMAN". The updated platform allows users to manage their accounts from multiple users and has enhanced the security level by utilizing digital identity for accessing the electronic platform.
The "AMAN" early warning system aims to achieve the highest safety standards in the Emirate of Sharjah by reducing response time to incidents to prevent loss of life and property and by raising awareness about the necessary precautions in establishments. The "AMAN" Fire Early Warning System is mandatory under Executive Council Resolution No. 20 of 2019 for all commercial buildings and optional for owners of private residences such as villas and standalone houses. Compliance with the "AMAN" early warning system is a prerequisite for obtaining a completion and compliance certificate from the Sharjah Civil Defense Authority.
According to Executive Council Resolution No. (20) of 2019 regarding the AMAN system in the Emirate of Sharjah, all establishment owners in the Emirate of Sharjah are required to install the AMAN system to protect community members from fire risks around the clock, except for private residences.
The total cost of the IMFS "AMAN" is
AED 4,200, which includes:
The cost of an additional assessment is AED 450. The AMAN technical team will prepare to install the communication device upon appointment scheduling. Two site visits are allowed for assessments, and by the third visit, the building must be ready for installation. If not ready by the third visit, the building owner must rectify the observations and pay AED 450 before rescheduling the installation.
The annual renewal fee for the electronic system is AED 1,500. This includes costs for electronic communication systems, such as the data transfer SIM card installed on the AMAN device, internet services, central monitoring room operation, and AMAN device maintenance. The subscription fee starts from the second year of building registration in the 24/7 Fire Early Warning System (AMAN). The annual subscription fee is fixed regardless of the building size and does not include VAT.
As part of installing the AMAN system, AMAN technicians will assess the building's readiness for the system. During this process, they will verify the performance of the fire alarm system and other criteria. The assessment results in a detailed report, outlining the necessary corrections before installing the AMAN device and specifying the timeframe for these adjustments.
It is crucial for the fire alarm contractor (in the case of new buildings) or the maintenance service provider (for existing buildings) to be present during the assessment and installation by the AMAN technicians.
This is determined by the AMAN technical team based on the building’s condition, and it could be one month, three months, or six months, depending on the complexity of the repairs and the building information (size category, type, etc.). If the items are not corrected within the specified timeframe, the building owner may incur additional charges.
The building owner is responsible for arranging and paying for any work required to prepare the fire alarm system to function properly without fault or error alarms. The owner is also responsible for providing necessary cables, such as the fire alarm signal cable and fire alarm fault cable, which are not included in the AED 4,200 supply and installation fee of the AMAN device.
One AMAN device per independent fire alarm system. The Authority adheres to the directives of the Sharjah Civil Defense Authority. If the building has multiple independent fire alarm systems, an AMAN device will be required for each independent system. If the building has multiple integrated fire alarm panels into one main panel (FACP), only one AMAN device will be needed and connected to the main panel.
